I would go with a Smith & Wesson .357 with a 4" barrel. You can carry it with the .38 rounds for work, and carry with the .357 rounds if you want to off duty, or still use .38's what ever you want. Stick with the Smith & Wesson.
Does it have to be a revolver? Did they say why they wanted you to load .38s?
Revolvers are the most reliable and the .357 is a fantastic load. I would recommend the Ruger GP-100 4" any day. You can easily customize the grip, the frame is super strong and the stainless steel version can withstand a lot of punishment.
