According to the Speer #13 manual, the load described pushes 978 FPS, for a muzzle energy of 350 foot-pounds. (Caveat: in their test gun, a S&W 4006.)
According to this handy resource, it's pretty light for a .40 load. It's also lower than the factory loads listed in Cartridges of the World.
Sounds like it's a decent plinking load.
